Easy! Not all beds are like that. You're generalizing from what you see in the holiday resorts in this area. By and large, beds have a wooden (or wrought iron) frame with a double (matrimoniale) framed net, fastened in various ways to the bed-frame.
What you see in Scalea may be a quick-fix to increase the flexibility of sleeping berths in a flat.
