Online Bill Payment

Could someone with better Italian than mine (Margaret are you there....) have a look at this and answer this question, please?

From the Scalea comune page it is possible to pay bills online but to get to this link you need to click on Carta d'Identita Eletronitta.

Does that mean that you need to have an Identity Card to be able to use this service??

Additionally every time I have had a look it tells me the 'payment service is temporarily disabled' - or something like that (it's in Italian).
Is it just me or is the service still under construction maybe?

Hi Lesley - am on new ground here - maybe David will know - can only think it might have something to do with the codice fiscale - i.e. they need to know who you are. We went to pay some bills through the post office as you don't pay for the pleasure there but from that experience think it would be worth paying the bank something just to be able to get in and out quickly. Also, if you have a euro account as a foreigner you get landed with a load of charges. Let us know if you find a good solution! Cheers M
