Yes, there is other paperwork and registration needed! Things have changed recently and, most especially, the rules differ dependent on whether you are an EU citizen or not. (Not sure just what your own circumstances are so I'll leave it there).

Again this depends on your own circumstances. EU citizens can expect reciprocal medical arrangements - but there are also limitations.

I know people who have bought a car without residency and others who have been unable to do so. The question of insuring the vehicle before you have residency may be more of the crux of the matter, it seems.
