Default Electricial certificate

Can someone explain the mystery surrounding certificates and electrical work? I am trying to get quotes for my flat in Orsomarso and because I want the certificate everyone approached is "busy". I thought it was a legal requirement, am I wrong? What are the consequences if I get the work done and don't get a certificate?

It can be difficult sometimes to get an 'official' job done. Not just with electrics but most things.

A fairly new law means that when you sell your property you have to provide an certificate for all of the newtorks in the house (electric, gas, TV, water) or declare in the deed that the property does not conform. Most people just don't get a certificate and declare non conformity. I suggest you do the same! otherwise you will have to pay a fortune for the work.

Hi David,

You have me curious now. We did not receive any certificates for all of our restoration that included electric, water, gas and sewer. Does this mean that no officials from the commune or Province inspected the work to see it was done to "code" specifications? Given the very visible posting of a building permit on the wall announcing the architect, contractor, etc, I assumed that public building officials would be inspecting. Being familiar with general building techniques and safety, the work I watched go in looked very good.....but am now wondering if a certificate would be nice for a CYA.?? Would Angelo or Antonello be upset if I asked?

I also don't remember seeing anything in the deed for the lower apartment that might indicate non-conformance. Down there I KNOW the old wiring is dangerous in places, but we bought it knowing repairs are needed. Is this certificate or declaration law new since 2008?

Probably should not be making assumptions about the trades in Italy based on an American experience eh?!

Hi All,
You normally don't want to correct your spouse in public, but when his memory wanes, I guess you can't let others get the wrong info, either.
We received a certification from Angelo Oliva entitled "dichiarazione di conformita dell impianto alla regola d'arte" in which it discusses correct installation, elec, gas, etc. So it's not so hard to get them. I'm more glad we got it now than when it happened...twas all a blur.

Thank you all for replying to my query, I do appreciate it.

Forzascalea - I should have thought of that as the non-conformity was in my sale docs (though haven't seen the deeds), but then again as work hadn't been done I assumed it didn't conform.

Doug/Lesley you are right about assumptions, I guess I assumed if a certificate was required I'd get one.

Cool - thank you. I will try to get it done without. Fast enough is doubtful as I'll be there in 7 weeks

Now that Di has refreshed my memory (again), I recall that the architect prepared the certificate for us. I have reason to believe our contractor does not read, so he'd be unable to prepare one himself. If your electricans are of that generation with less schooling, it could be a reason they avoid the paperwork? Or stubbornness to avoid new rules? Who knows.

Our electrician was the son of the contractor and his work was good. His last name is Oliva and he may live in Papasidero like his parents. Best of luck. Doug

Lesley - Can you guess where that card is? Yes, in the flat's kitchen lol

Doug - possibly all good reasons, but you forgot about avoiding paying tax

Michela from Agency Services Scalea is currently working to get me 3 quotes to do the work without a certificate. I cannot recommend her and her husband enough for everything they are willing to sort out long distance, from paying bills to finding and supervising work on the property.
