Where can you buy 'topsoil'

We have a newbuild in Diamante - which was supposed to be 'finished to topsoil' (but we weren't told the truth!).

Where/how can we buy topsoil, like the proper brown stuff we have at home. Whilst clay has a lovely colour in keeping with the surroundings - only the weeds grow in it!!!
